Can I skip an ATRS record if some of the information is exempt from FOI?

No. ATRS does not require you to publish information that would be exempt under FOIA, the Environmental Information Regulations or data protection law. Redact those fields with a brief explanation and still publish the record. Partial publication is preferable to publishing nothing, especially if some information is already public.
